ORA-12557: TNS Protocol Adapter Not Loadable

Applies to Windows Oracle Installation.

ORA-12557: TNS:protocol adapter not loadable.

The issue was that the variable within the System Variables that was set to ORACLE_HOME and pointing to the wrong Oracle binaries.

Edit the Path within the System Variables to point to the correct Oracle binaries and reboot the server.
